Feasibility reports provide the necessary support for regulatory appeals and for applications for funding.  The rate studies include cost of service, billing analysis, and rate design. This includes setting rates for electric, water, and sewer utilities.

Preparing and filing new rates is also an important part of a major project. Our experience is both with Cost of Services Analysis, Billing Analysis and Rate Preparation.

Most of our work has been related to providing technical data and cost figures that became the basis for 6104 rate filings. This information is usually submitted to rate specialists like Mr. Malcolm Horton, CPA.


Our services include Technical Assistance Reports (TAR's) for institutions, schools, hospitals, etc. under the Department of Energy Grants Program as well as the actual design and installation.  The end results have been the savings of electricity and oil.


A.E. Hodsdon prepares reports to help utilities and communities in planning for upgrades and improvements to water and wastewater systems.

  • Sewer System Rate Studies: This type of report includes a comprehensive inventory of system assets, liabilities, income and operating expenses and arrives at a fair billing rate schedule for the system.  These reports are done when a system is implementing a new rate schedule to meet expenses.
  • Sewer System Evaluations for Capital Improvements: These reports are required when sewer systems must meet updated federal or state requirements, when planning for future growth or when systems become obsolete. We provide a comprehensive review of existing conditions, project future conditions, evaluate options for meeting needs, develop cost estimates, recommend improvements, develop an implementation schedule and identify methods of financing.
  • Infiltration and Inflow Studies: These reports are developed when a client is concerned with groundwater and storm water entering the sewer system.  This type of report includes a system wide evaluation of pipes and manholes, wet and dry weather flow testing, mapping and reporting. We then identify and prioritize parts of the system for replacement.
